Public Information Division (PID)
Public Information Division PID is responsible for drafting and implementing Mission’s communication strategy.
The strategy is aimed to:
- Promote visibility for MONUSCO’s civil and military actions;
- Explain MONUSCO’s different mandates to populations, journalists, civil society organizations as well as to social and professional actors.
- Avail to Mission’s leadership and substantive sections, most efficient means of communication for information sharing and dissemination;
- Update United Nations headquarters on any media development or action falling within the scope of MONUSCO’s mandate in DRC;
- Promote the work done by different MONUSCO’s components in DRC.
To attain above goals, PID will utilize a variety of the mainstream communication channels (analog) and electronic (digital): Communiqués – news conferences – Video production - web dissemination- social medias ( Twitter – Flickr – Facebook) and publications ( written magazine or print magazine and other booklets) – Podcast ( audio & videos) – Webcasting Live – filmed plays – Photos exhibitions -

Public Information Director is responsible for implementing the Mission’s communication strategy.
In this respect, he has human, material as well as logistic and technical resources in Kinshasa and in other DRC’s provinces.
He works in close collaboration with the integrated Office and the United Nations Communication Group.

He handles administrative and financial matters in coordination with the Director of Public Information, as a supportive unit and assists chiefs of sections in carrying out the activities included in their action plans.
Radio Okapi [2]
Radio Okapi is the United Nations radio in the Democratic Republic of Congo. It first went on the air on 25 February 2002 from Kinshasa studios to the entire DRC territory. It will go down in the history as it broadcasted the Inter-Congolese talks live from Sun City, which determined the terms of reference for the DRC’s transition.
Under the United Nations Security Council Resolution 1201 of 24 February 2000, Radio Okapi was created with the purpose of accompanying the peace process in the Democratic Republic of Congo. Radio Okapi made a meaningful contribution to the unification of the country. It broadcasts nationwide and nearly covers the whole country with frequency modulation. It broadcasts a wide range of programs: news, education and entertainments in the four local languages (Swahili, Lingala, Kikongo and Tshiluba) as well as in French in order to serve the largest public possible in DRC.
Radio Okapi has now five regional stations and 41 FM transmitters; it broadcasts on internet (www.radiookapi.net [3]). The web site is visited by more than 2 million internet users a month.

Spokesperson’s and Media Relations Office
Le porte-parole est la voix officielle de la MONUSCO et la liaison principale entre la Mission et les médias à l’intérieur comme à l’extérieur du pays. Il les informe et répond à leurs questions et facilite leur interaction avec les responsables de la Mission.
Sont également considérés comme porte-paroles de la MONUSCO: Le RSSG – les deux adjoints du RSSG - le Commandant de la Force – le directeur de l’Information Publique.
Le bureau qui a rang de section, comprend deux Unités:
L’Unité des Relations avec les médias et l’Unité de monitoring des médias.
- L’Unité des relations avec les medias assiste les journalistes nationaux et étrangers dans leur recherche d’information et de contacts avec la Mission à Kinshasa et dans les provinces. Elle coordonne la conférence de presse hebdomadaire des Nations Unies et facilite le travail des journalistes. Elle travaille également en étroite collaboration avec les chargés de communication des agences, fonds et programmes des Nations Unies afin d’assurer la couverture la plus complète possible de l’actualité des Nations Unies en RDC.
- L’Unité de monitoring est chargée de suivre l’actualité congolaise ainsi que la couverture médiatique des activités de la MONUSCO dans les médias nationaux et étrangers, numériques et traditionnels.

OUTREACH & SOCIAL COMMUNICATION
The role of OUTREACH & SOCIAL COMMUNICATION UNIT is to explain and gets communities to understand the relevance of MONUSCO’s action and its mandate, to coordinate activities carried out in Kinshasa as well as those conducted in other DRC’s for a better harmonization of all the actions carried out to make Mission’s activities more visible. The Unit also initiates specific outreach actions in time of crises and/or with a view to preventing the crises: organizing outreach activities for some target groups.
Specific objectives
To upgrade the level of knowledge and awareness of MONUSCO’s commitment, through securing adherence of target groups to its action to help attain the goals set by the mandate; to build grassroots communities’ capacities in the field of the Culture of Peace; to promote the Culture of Peace and Tolerance among communities.
Resources available for its action
To attain its goals and to fully play its part in disseminating MONUSCO’s mandate, OUTREACH & social Community Unit uses a variety of tools and technics, namely interactive communication and public relations, quick Impact communication (Conferences, Debates, Mass Mobilization) as well as higher impact communication action referred to as Fish bowls’’.
It actively contributes to the organization of official events and celebrations within the Mission; organizes big information and sensitization campaigns.

Publications
This Section organizes, prepares, supervises and distributes the various public information products: printed information and communication mediums and/or electronic products such as magazines, papers, posters, flyers, pamphlets, photos, to explain the Mission’s mandate and make its activities more visible.
Publications Section is made up of the following production units:

ECHOS DE LA MONUSCO – MONTHLY UN MAGAZINE IN THE SERVICE OF MONUSCO.
An Editorial Committee meets every month to propose subjects and discuss the content of each Edition.This committee is inclusive of all the sections through their Media Focal Point. This Editorial Committee is comprised of the Chief of Public Section – PID Coordinator – MONUSCO Spokesperson – media focal points from substantive sections as well as the Force PIO and UNPOL.
A Committee to watch on the Editorial reviews gathers all the articles proposed for EDLM editions.The Committee is made up of PID Director + Spokesperson + PID Coordinator. Each Magazine must be published at the end of each month. Dissemination is done electronically and on hard copy. Any MONUSCO staff may contribute a written contribution to the Editorial Committee for review.
Translation unit, is comprised of two MONUSCO Public Information staff who translate texts from English into French and vice-versa, both for PID, and most often from other MONUSCO sections.
This unit also provide simultaneous interpretation services if need arises during MONUSCO official meetings.
Graphic-Design Unit: This unit is responsible for designing MONUSCO’s advertisement items and all the paper productions (posters, flyers, booklets, magazine, BD…)
The section’s tasks also include the « Portrait of the month ». The portrait brings to prominence any staff who through its outstanding job and its Human qualities is the pround of its hierarchy and its colleagues.

Multimedia Section
Multimedia Section is tasked to implement the Mission’s communication strategy in its audio and visual component. It includes the following units:
Video – Photo – social Medias and web.The section has an office in Kinshasa and another one in Goma, the eastern DRC.The section makes available to the large public its video and photo products at www.youtube.com/monusco [6] ; www.facebook.com/monusco.o [7]
It also sends video programs to HQ/NY through www.unifeed.org [8]: international broadcast channel for UN video products utilized by the section.
Video unit:
- UNU HEBDO: A 15 min weekly program, broadcasted by 15 national television channels in Kinshasa and in Eastern DRC provinces;
- 24 Hours with a peacekeeper: 2 min. weekly production;
- Multimedia coverage of special Event (Production of 5-10 min video on MONUSCO’s achievement and show impact on his actions the last 12 months to be screened during the UN international days;
- Video corporate to promote MONUSCO’s substantive sections
Photo Unit has one professional photographer and he is based in the East (Goma).
The Unit documents MONUSCO’s activities across the DRC through images, monitors the implementation of the Mission’s mandate through its different components.The Photographers provide MONUSCO’s social Medias and web sites with photos and proposes photos for “Echos de la MONUSCO” and for other purposes in general.

One photo of the day is published every day - A selection committee for the photo of the day has been set up to choose the photos based on a developed and validated photo of the day’s charter.
Social Medias
Social media platforms (Twitter & Facebook & Flickr) were revitalized and have become powerful communication tools for MONUSCO over the past three years. MONUSCO is currently one of the most performing peace missions in the world with respect to the use of social Medias: Facebook; Twitter; Flickr; YouTube.
A Social Media and Web Editorial committee is in place to analyze and review the relevance of the contents to publish in those platforms. It is made up of PID Director + Multimedia Chief – PID Coordinator and Spokesperson.
A community Manager interacts through the social Medias to respond to the most relevant questions.

Web Site
Website is The Mission’s permanent window to the world, it is therefore an important source of information on MONUSCO’s activities, stories and documents. Its access is possible through: www.monusco.org [9]; http://monusco.unmissions.org [10]
They are Mission’s internal and external platforms.The Web and Intranet contents are provided by PIOs from the provinces and Medias focal points of MONUSCO’s substantive sections as well as the Force and Police Information officers…

INTRANET – Internal information sharing tool; sections are regularly invited to provide information for the purposes of updating of available information on the intranet page.
