Kinshasa, 14 November 2017 – At a time when several political and civil society organizations are calling for demonstrations across the entire Democratic Republic of the Congo, starting on 15 November, the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) reiterates its commitment to the respect of Human Rights and the freedom to peacefully express opinions.

The Mission therefore urges Congolese authorities to respect the fundamental freedoms enshrined in the Congolese Constitution, including freedom of assembly and of demonstration, and to instruct defence and security forces to respect the principles of necessity, proportionality and legality, consistent with international standards.

MONUSCO also reminds citizens that the right to demonstrate implies abstaining from resorting to any form of violence.

“In the current context of political transition, it is important to allow all voices to express themselves calmly and peacefully. In accordance with its mandate, MONUSCO reserves the right to monitor events and report on any Human Rights violations” said Maman Sidikou, Special Representative of the Secretary-General for the Democratic Republic of the Congo and Head of MONUSCO.

Maman Sidikou also highlights that the full implementation of the confidence-building measures provided for in the 31 December Agreement is necessary to steer the Democratic Republic of the Congo towards free, transparent and peaceful elections.
